Reform of the Technical and Vocational Education and Training System in the Arab Republic of Egypt (TVET Reform Project)

 

Context of Project

The Government of Egypt (GOE) is faced with the major socio-economic challenge of satisfying the quantitative and qualitative needs of its labour market. Studies have identified the important role of a skilled labour force in Egypt's growth prospects.

A new Labour Law has been approved in April 2003, which should inter alia increase the possibilities for improvement of vocational training. Despite several reform initiatives, Egypt's TVET system has not been successful enough in providing technical and vocational education and training that responds well, in both quantitative and qualitative terms, to the demand of the market. Most companies, in turn, have great difficulties to express their economy development plans into training and skills needs.

Global Objective                                                                                                                              

The overall objective of the programme is to contribute to improving the competitiveness of the Egyptian enterprises on domestic and international markets.

Specific objective

The specific objective is to support the development of human and institutional capacities for the formulation and implementation of a national TVET reform policy.

The programme will be implemented following a participatory and bottom-up strategy aimed at introducing changes in local TVET systems.  Rigorous monitoring and evaluation, undertaken by the programme itself and by independent experts, of the experience of local TVET-Enterprise Partnerships will provide the learning platform for wider TVET reform policy at the national level.  The programme will have three major components :

1.      Development of decentralised and demand-driven TVET Institutions

2.      Improvement of the quality of TVET delivery

3.      Development of national regulatory and support institutions for a decentralised and demand-driven TVET system

The purpose is to deliver a comprehensive and diversified series of institutional and capacity building activities to pilot Enterprise TVET Partnerships (ETPs) to assist and contribute to the formulation and implementation of a national TVET reform policy in the Arab Republic of Egypt.

Within this framework seven sector ETPs will be established to enhance capacity building in the TVET system and training related delivery in particular, towards more national and international competitiveness of the relevant economic sectors in Egypt.

The ETPs will be in the following sectors

  •           Building and Construction Industries
  •           Tourism Industries
  •           Chemical Industries
  •           Leather, Tanning and Leather goods
  •           Media, Printing and related ICT Technology
