Democratic Republic of Congo – Project identification “to contribute to the good quality of Education and its accessibility to all”

Strategic framework of the intervention: improvement of the functioning of the Ministry of Education in coherence with the Millennium Development Goals (MDGs) and the criteria fixed by the Development Assistance Committee (DAC).  The strategic motivation of the project is based on a support to the unit and to the political and administrative decentralization of the country, to its development through the good quality of an accessible education to all in DRC. Main missions of the project:

  • Study and comprehension of the methods used by the Belgian Technical Cooperation (BTC) compared to the logical framework and the Project Management Cycle
  • Study and analyse of documentation on the Educational system in DRC;
  • Meetings and consultations with the Congolese Authorities, the Embassy of Belgium in Kinshasa, the BTC representative in Kinshasa, other agents of bilateral and multilateral co-operation and other stakeholders in the sector of education and of some other Ministries
  • Meetings with the decentralized structures of the Ministry.
  • Meetings “in the country” of the rural and urban schools with the agents on all levels and the users of the educational system
  • Validation and precision of the assumptions, action plan and budgets contained in the report of identification and if necessary, proposal of alternative solutions;
  • Realization of a formulation report - including the Technical and Financial dossier – TFD
