Rwanda “Improvement of the Peasant Access to a Quality for Roots Plantation Material, Tubers and Fruit-bearing Species” and “Development of a Integrated Fight System against the Diseases and Ravagers of Culture”

The mission of formulations aims to validate the data contained in the documents of identification and to prepare two Technical and Financial dossiers (DTF) relative to the two following projects:

1. “Improvement of the Country Access to Quality for Roots Plantation Material, Tubers and Fruit-bearing Species”
2. “Development of a Fight Integrated System against the Diseases and Ravagers of Culture”

The mission produced two Technical and Financial dossiers (DTF) distinct for each service (R&T and IPM), including each one, on the basis of logical framework approach, the following elements:

  • validation of the data presented in the identifications documents and, if necessary, their actualization;
  • results of a SWOT analysis (forces and weaknesses, opportunities and threats) leading to strategic choices for the project;
  • major strategic directions of the intervention, including the nature and the axes of intervention, the recipients concerned, the partner organizations and the localization;
  • the operational planning focused on the activities’ results describing the objectives, results, activities, qualifiers and quantitative indicators which will enable to check during and at the end of the service the results, the success indicators, the risks and assumptions. Planning also highlights the actors intervening during the implementation, including the possible unofficial actors;
  • the financial planning of the services, in agreement with the calendar of operational planning, detailing the essential resources to carry out and showing the links with the awaited results and the envisaged activities;
  • methods of execution of the services, covering the responsibilities in term of decision making, the financial disbursements channels, the procedures related to the government contracts, the administrative procedures, countable and financial report and the follow-up and evaluation procedures within the framework of the Mixed Structure of Local Dialogue (SMCL);
  • the calendar of execution, the intervention chronogram and its logical framework;
  • the type of technical assistance considered, with function descriptions and profiles;
  • the financial and human resources allocation envisaged by the two Governments.
