Capacity assessment for the formulation of Vietnam Health Sector Policy Support Programme (SPSP) - Specific contract 2008/147929 The main objective of the mission is to prepare the capacity assessment inputs for the formulation process of the Health Sector Policy Support Programme. This objective is achieved through a participatory capacity assessment focusing on both institutional and human resource capacity analysis in the following areas: (1) Sector policy development:
- The capacity of Health Strategy and Policy Institute in conducting policy studies;
- The capacity of Department of Planning and Finance in assisting the MoH to formulate sector policies;
- The capacity of Provincial Department of Health in developing provincial health programme and budget. (2) Sector management:
- The capacity of Provincial DoH and District Health Bureau in managing health service delivery;
- The capacity of MoH and DoH in managing and developing human resource for health;
- The capacity of MoH and DoH in managing health facilities. (3) Sector coordination:
- The capacity of MoH in coordinating sector policy dialogue and performance measurement. (4) Service delivery:
- The capacity of provincial, district and commune preventive and curative health system in delivering quality health services. |
